Creating Responsive Systems for Children With A categorical and fragmented service structure often prevents children with co-occurring developmental and emotional or substance abuse disorders from receiving appropriate care. This article describes a federal interdepartmental initiative that is attempting to awaken awareness of the needs of these children, and to institute appropriate programmatic and policy responses. Available data related to this population is discussed. Recommendations for policy reform address improvements in accessibility and responsiveness to family needs, capacity within local communities, and interagency collaboration at the local, state and federal levels.
