Litigating System Reform Cases on Behalf of
Individuals With Developmental Disabilities and Mental Health Needs Several experts in the field have recognized barriers exist within the present service system in regard to providing appropriate treatment and support to individuals with developmental disabilities and mental health needs. A review of the professional literature on this topic reveals that three principle areas of concerns are often identified as obstacles, limiting the quality and scope of services provided to this population. Given that litigation continues to be one of the most effective tools to bring about the necessary systemic reforms, the role of the expert is of paramount importance.
